At a time when most of her contemporaries are snowboarding, golfing or downsizing, Charlene Davis is launching a feature length narrative film, Relative Control, that she not only financed but wrote. Her screenwriting and film making venture represents career of Charlene's life, giving rise to the name of Relative Control’s production company, Third Act Film, LLC.

The film, Relative Control, is the story a middle-aged, divorced, Type A attorney, whose life spirals out of control as she juggles the demands of her aging parents and her perpetually job-seeking son at the same time she’s defending against the biggest corporate takeover of her career.  The story line was inspired, in part, by Charlene's experiences with her own parents.  And it's a tale of love, laughter and loss experienced by many members of the sandwich generation.  The film (currently in post-production) stars Teri Polo, known best for her roles as Ben Stiller's fiancé and wife the Welcome to the Parents trilogy and as a spouse in The Fosters television series.  For additional Information on Teri and Relative Control visit the film's Facebook page. 

Charlene who was born in southern New Jersey, graduated from Ohio Wesleyan University with a degree in political science.   She spent her early adulthood in South Jersey working in the social service field as a probation officer for the State of New Jersey and as a certified school social worker for a number of public-school districts. While working as a social worker, Charlene attended the Delaware School of Law at night, leading to her law degree and to Delaware, where she practiced law for 34 years. 

During her legal career, Charlene served initially as a federal prosecutor and thereafter as a successful litigator and corporate bankruptcy lawyer with Bayard, P.A., a Delaware commercial law firm. She retired from Bayard after 30 years, having served as a director, executive committee member, marketing committee chair and president of the firm. She also served as president of the Delaware chapter of the Federal Bar Association and chair of the Bankruptcy Section of the Delaware State Bar Association.  While approaching retirement at Bayard, Charlene attended evening screenwriting classes at the University of the Arts in Philadelphia, motivated by her desire to tell the Relative Control story.   She is now working on her fourth script. 

Most importantly, Charlene is enjoying life, developing new and enriching relationships and as always planning for the future.   She's fueled by her constants: a love of learning, an appreciation of friendship and an enthusiasm for storytelling.   During her free time, she loves spending time with her son, daughter-in-law and twin grandchildren and attending Philadelphia Eagles football games.  She also devotes time to community efforts to reform and improve the criminal justice system in Delaware.

Early Life

Charles is originally from New Rochelle, NY and attended Iona College in Upstate New York, where he received a Bachelor of Science in Criminal Justice.  He received a Master of Science degree in National Security Strategy from the distinguished National War College, an elite school within the National Defense University founded to educate future leaders in the Armed Services, Department of State, and other civilian government agencies for high-level policy, command, and staff responsibilities.  A standout student in this rigorous academic environment of 220 senior-level military and civilian agency representatives, Charles was awarded Best National Security Thesis by the Association of Former Intelligence Officers, with a focus on the national security threat posed by the Mexican Cartels.

United States Secret Service (USSS)

Charles began his career with USSS in New York City assigned to the New York Field Office where he conducted protection of world leaders and complex criminal investigations. He was then assigned to the Presidential & Vice-Presidential Protective Divisions as Assistant to the Special Agent in Charge, where he continued to grow his situational, organizational, and conceptual knowledge of high-value security operations while providing personal protection for Presidents Bill Clinton and George W. Bush, then-Vice President Joe Biden, and their families.  During his time in the Protective Divisions, Charles developed key leadership skills – managing change, employing financial discipline, training agents, and, in the Vice-Presidential Protective Division, managing all family protective programs and leading a large group of Operational Special Agents.

As the Senior Law Enforcement Advisor to the Secretary of the Department of Homeland Security (DHS) from 2009-2011, he maintained broad subject matter expertise on federal, state, and local law enforcement investigations, and he was responsible for implementing key public-facing DHS programs including the National Terrorism Advisory System (NTAS) and the “If You See Something, Say Something” national campaign.

In 2015, Charles assumed the role of Acting Special Agent in Charge of the San Francisco field office, with authority over USSS operations throughout the Bay Area, including the Sacramento, San Jose, and Fresno offices.  As cybercrime and cyber warfare operations became more prevalent around the world, he led a 1,300+ member Electronic Crimes Task Force formed to investigate complex financial and cybercrimes.  He built and managed coalitions of key law enforcement and private sector partners, managed criminal investigations and the development of threat mitigation processes, and led investigations that resulted in the prosecution of global cybercrime organizations.  

As the Acting Special Agent in Charge, he also oversaw the creation and implementation of complex security plans for numerous high-level protective visits to the Bay Area, including providing support to visiting Protective Details.

Corporate Security Leadership

From 2015 to 2017 Charles served as Senior Director, Protective Services, for Oracle Corporation, a $40 billion, publicly traded technology company.  The company’s reach – employing 143,000 professionals at 7 facilities around the world and providing critical technology infrastructure to global clients – required Charles to employ his deep understanding of global security risks, both cyber and real-world, and to manage numerous, often concurrent protection operations around the world.

After analyzing the company’s existing processes for identifying, assessing, and responding to potential threats, Charles established a new, global protective program for the company.  In a fast-paced, leader-driven environment, implementing the global protective program required maintaining relationships of trust and mutual respect with senior executives across all lines of business, while also ensuring that his Executive Protection and Security teams performed above expectations.  When implemented, the protective program led to significant improvements in Oracle’s security posture worldwide, including detailed optimization of threat notification, information gathering, social network monitoring, keyword searches, weekly reporting, and resource allocation.

In 2018, Charles stepped in as the first Vice President of Security for the Golden State Warriors, a professional team in the National Basketball Association. He was responsible for overseeing all security design and emergency operations planning during construction of the Warriors new $1.8 Billion Chase Center arena in San Francisco. Charles also was relied on to leverage his expertise and relationships with the key public safety agencies within the city and neighborhood associations to ensure a holistic and collaborative approach to preparing for large events. As a professional sports franchise, the Golden State Warriors require constant, high-level security for the team’s players, all of whom are critical to the organization’s success; and for the Chase Center, where the team plays, to ensure a safe experience for players, employees, and the public.  Managing a team of highly regarded security professionals; collaborating with local, state, and federal public safety agencies; and implementing groundbreaking, state-of-the-art technology, Charles drove the creation and implementation of best-in-class security processes, policies, and standards.

Andrew Hahn, Psy.D. is a licensed clinical psychologist. He received his A.B. Magna Cum Laude in Social Studies/Psychology from Harvard University and his Psy.D. in Clinical Psychology from Hahnemann University. “Here’s a real statistic for you: 200,000 people leave the military every year, and of those, greater than 50 percent quit their first job or are fired from their first job within two years of leaving the military,” Toti said. “Most transitioning veterans struggle, and it increases their stress level. And for those with PTSD, failure to transition just adds to that.”

On the other side of the equation are companies that don’t understand the veteran mindset and don’t know how to help their veterans succeed, and this disconnect costs companies millions of dollars in lost recruiting costs and compensation.

In an effort to “reboot things for transitioning veterans,” Toti started writing down lessons he had learned in his post-military career. The result is his book, From CO to CEO: A Practical Guide for Transitioning from Military to Industry Leadership.

“The book is intended to correct the defects the military injects into its transitioning veterans before they leave service; it’s intended to help companies head off problems in assimilating new veteran employees; and it’s intended to serve as a guide for transitioning veterans to help them understand the business environment and learn new skills necessary for them to succeed,” Toti added.

William Toti served for more than 26 years on active duty, culminating as commodore of Submarine Squadron 3, then 15 years as a corporate executive and eventually a CEO. Beginning his career in the film, television and recording industry in 1974, Chris
Boardman has consistently worked at the top echelon of the entertainment industry. He

Emmy nominations, ASCAP and BMI film awards and multiple platinum records for his
work with such iconic artists as Quincy Jones, David Foster, Steven Speilberg, Julie
Andrews, Shirley MacLaine, Barbara Streisand, Marvin Hamlisch and Josh Groban.

Well known in Hollywood circles as one of a handful of musicians who can write
anything, Boardman’s credits span both industry and genre. Whether it be conducting
David Foster’s “World Children’s Day” for television, composing the 70’s inspired score for
Mel Gibson’s “Payback”, arranging period dance music for “Swing Kids” and “Meet Joe
Black”, orchestrating Anthony Newley’s “Chaplin” for Broadway or leasing and producing
solo recordings as an artist, Boardman embraces these challenges with characteristic

musicians in the industry.

In May 2018 Boardman finished a six year stint as the Director of the Media Writing
and Production program at the acclaimed Frost School of Music at The University of

Composer and multi-instrumentalist Paul Henning enjoys a versatile music career in both film and live performance. Paul has composed the original music for the feature documentaries Foreman, Clive Davis: The Soundtrack of our Lives, and The Town That Was. He has worked on the score orchestrations for over 50 feature films, including Star Wars: The Force Awakens, The BFG, Night at the Museum: Secret of the Tomb and Chocolat. In addition to his film writing, Paul also works on orchestral arrangements that have received performances by the Los Angeles Philharmonic, Chicago Symphony, Hollywood Bowl Orchestra, and London Symphony.

He has helped create concert suites from the film scores, Spider-man, The Passion of the Christ, and Peter Pan, as well as multiple works from the catalogs of the Golden Age film composers Dimitri Tiomkin and Elmer Bernstein. Paul has also completed band arrangements for the Television Shows “American Idol,” “The Singing Bee,” and “Sunday’s Best.”

An accomplished pianist and violinist, Paul has performed with the Hollywood Studio Symphony on the soundtracks to Moana, Storks, Furious 7, Frozen, X-Men: Days of Future Past, The Maze Runner, Monsters University and Alice in Wonderland,, among many others. He has also played violin for Barbra Streisand, Michael Bublé, Neil Young, Aretha Franklin, Andrea Bocelli and Josh Groban. Paul has served as Concertmaster for the Golden State Pops Orchestra since 2004.

Paul grew up on his family’s 125-year old wheat farm near Pullman, Washington. He studied music at the University of Southern California and Washington State University.

Frank White is a magna cum laude graduate of Harvard College, a member of Phi Beta Kappa, and a Rhodes Scholar. He earned an M.Phil. in Politics from Oxford University.

He is president of the Human Space Program, a nonprofit organization with the mission of ensuring a sustainable, ethical, and inclusive evolution of humanity into the solar ecosystem. Frank also acts as curator of materials for the SpaceTech and AI practices at Intro-act, a financial technology company.

His best-known work as an author, The Overview Effect: Space Exploration and Human Evolution, is considered by many to be a seminal contribution to the field of space exploration. A film called “Overview,” based largely on his work, has had more than 8 million plays on Vimeo.

Since the first edition of his book on the subject was published in 1987, “the Overview Effect” has become a standard term describing the spaceflight experience. The fourth edition of The Overview Effect was published in 2021 by Multiverse Publishing.

Frank’s book on the Apollo program, The New Camelot: Quest for the Overview Effect, offers a radical new interpretation of John F. Kennedy’s approach to the lunar missions that culminated with the Apollo 11 moon landing in 1969.


White considers himself to be a “space philosopher,” and has long advocated developing a new philosophy of space exploration. His book on this topic, The Cosma Hypothesis: Implications of the Overview Effect, was published in 2019. In it, he asks the fundamental question, “Why has the evolutionary process brought humanity to the brink of becoming a spacefaring species?”

In Cosma, he shares the idea of “the Human Space Program” as a “central project” that will engage all of us in the process of becoming “Citizens of the Universe.” This concept has now become the nonprofit Human Space Program, cited above.

Frank is a frequent speaker at conferences that focus on space exploration, space development, and Large-Scale Space Migration.

White has also written about Artificial Intelligence, and his book on the subject, The (Neo) Singularity is Here! anticipated many of the developments in AI that are creating a worldwide paradigm shift today.

White has taught in Harvard’s Division of Continuing Education since 1995, and is a professor and dean at Kepler Space University.
