Phil Lyman is a 5th generation Utahn whose bold and fearless leadership is well-known in San Juan County and throughout the region. As county commissioner, Lyman led a peaceful protest against federal closure of public roads. The following year, the Utah Association of Counties voted Lyman “Commissioner of the Year” for his unrelenting commitment to defend his constituents and their rights.

Lyman’s early career showed he had both the talent and the work ethic to make a significant difference in developing communities. After earning a bachelor’s degree in accounting from Brigham Young University followed by a master’s degree in taxation from the University of Utah, Lyman returned to his hometown of Blanding when his father unexpectedly passed away, and assumed responsibility for the CPA firm his father founded. Lyman co-founded Blanding’s first Rotary Club as the charter president, and created and led the Blanding Area Travel Council.

Lyman has been pivotal in transforming healthcare throughout San Juan County. He helped organize and launch Utah Navajo Health Systems – today the largest private employer in the county. As a county commissioner, he created the San Juan Public Health Department and expanded public health.

As a county commissioner, Lyman worked tirelessly to preserve roads and access to public lands and to reduce the vast federal hold on Utah’s public lands.

He served as chair of the Seven-County Infrastructure Coalition, working closely other county commissioners and with federal and state agencies to develop vital infrastructure, including the San Rafael Research Center, pipeline and rail easements for oilfields and improve rail line delivery system, while preserving autonomy for the counties, cities, and families.

As a state legislator, Lyman sponsored or co-sponsored 65 bills in his four sessions, and was chair/co-chair of the conservative caucus throughout his service. He championed property and water rights, rural healthcare, natural resources management, critical needs of indigenous people, and pushed back on federal attempts to control state areas of authority.

Elizabeth Wong Ahlers, Ph.D., is a mother of six, Councilwoman, businesswoman, and nature enthusiast with a passion for public service and a vision for the future that includes restoring personal liberties, safer communities, less government intervention, and restored parental rights.

In addition to serving as Councilwoman in Crescenta Valley, California, Elizabeth also has served on multiple international boards and committees including Bridge to Nations (humanitarian and educational work) as well as in local service capacities, such as chaplain for the Boy Scouts of America. Her extensive humanitarian work has taken her to Asia, India, and Bolivia working predominantly with children, women, and other underprivileged groups.

Elizabeth is certified and supports the local Community Emergency Response Team (CERT) and is even a licensed Ham Radio technician. Elizabeth is a local educator who has taught at UCLA, Los Angeles Valley College, and Glendale Community College. She graduated from Hoover High School in Glendale and earned a bachelor’s degree from UCLA, a Master’s Degree in Teaching English from UCLA, and a Doctorate Degree in Applied Theology.

She has served locally and internationally in areas of education and community wholeness as well as serving on local private school boards. Elizabeth is a fifth generation Californian, a mother to six beautiful children, and grandmother of three. When time has allowed, she has volunteered as a support group leader, youth leader, and a hospice Chaplain.

RAUL A. ANGULO is a 38-year veteran of the fire service and a retired captain of Seattle (WA) Fire Department Ladder Company 6. He is an international instructor and writer.

Angulo served with the Seattle Fire Department for 36 years, holding leadership positions with several firefighting organizations. He has published more than 350 articles in major firefighting magazines and is the author of Engine Company Fireground Operations (fourth edition), published by the National Fire Protection Association (NFPA) and Jones & Bartlett Learning.

Former three-term D.C. Councilmember Kathleen (Kathy) Patterson became D.C. Auditor on December 15, 2014, after being nominated and confirmed unanimously by the D.C. Council to ; she was subsequently nominated and confirmed unanimously by the Council for a six-year term on February 7, 2023.

Patterson came to ODCA after working for nearly eight years for the Pew Charitable Trusts, first as federal policy director for Pre-K Now, a 10-year Pew campaign that succeeded in doubling state investments in high-quality voluntary pre-k education across the country, then as a director in Pew’s Government Relations department. Her work for Pew included outreach to federal and state policymakers on a wide range of public policy issues, including performance budgeting, home visiting, dental care for children, election reform, and corrections reform.

Patterson was elected to the D.C. Council from Ward 3 in 1994, was re-elected in 1998 and 2002, and ran unsuccessfully for Council chairman in 2006. She chaired the committees on Government Operations, Judiciary, and Education, Recreation and Libraries. She was part of the leadership that brought the District out of financial crisis in the mid-90s and earned a reputation for effective oversight of executive branch agencies. Her major legislation included smoke-free D.C., the First Amendment Rights and Police Standards Act of 2004 governing policy practices handling demonstrations, school modernization, personnel reform, and authorization for public charter schools. Council reforms she initiated included the legislature’s annual performance hearings, authorization for special investigations, and a separate Council budget office.

Patterson is a former newspaper reporter including serving as a Washington correspondent for the Kansas City Star, and former communications director for the American Public Welfare Association. She holds a Bachelor’s degree in journalism from Northwestern University and a Master’s in English from Georgetown University.
