Chief Perez is the Fire Chief of Pasco County Florida, and a Pasco County citizen himself. Chief Perez began his firefighting career journey as a firefighter for Pasco County Fire Rescue over 26 years ago. He eventually transferred over to Tampa Fire Rescue, where he served in field operations, as well as Chief of Operations and Chief of Personnel. When the opportunity to return back home to the Pasco County family arose, Chief Perez jumped at the opportunity to serve his home community and was ultimately appointed by the Board of County Commissioners as Pasco County Fire Chief during the July 11, 2023 Board Meeting, with an official start of July 31, 2023.
In addition to his passion for fire and emergency response operations, he is also driven in servant leadership and motivating and inspiring others to reach their full potential and to continuously grow. He mentors, teaches, speaks at conferences, and regularly engages in community and charitable events alongside his wife and children. In addition to serving as the Seminary's fifth president, the Rev. Dr. William J. Carl III is a professor of homiletics. Before coming to the Seminary, Carl served as pastor of the 1,700-member First Presbyterian Church in Dallas, Texas, for 22 years.
Carl graduated from the University of Tulsa with a bachelor's in religion and philosophy. He earned his master's of divinity from Louisville Presbyterian Theological Seminary where he was a Patterson Fellow in New Testament Greek. In 1977, he received his doctorate of philosophy in rhetoric and communication from the University of Pittsburgh where he also worked as an instructor. He was ordained in the Presbyterian Church (U.S.A.) in 1973.
Carl's previous teaching experience includes associate professor of homiletics and worship and instructor of New Testament Greek at Union Theological Seminary (Va.). Thirty years ago, he was an instructor at Pittsburgh Seminary and more recently served as an adjunct professor at Austin Theological Seminary.
He has lectured at Oxford, Princeton, Boston University, the Moscow Theological Academy, the Kerala United Theological Seminary in India, the Beijing Theological Seminary in China, and dozens of other divinity schools and conferences both here and abroad. Carl has published six books, including his newest one The Lord's Prayer For Today (WJK, 2006) and more than 50 scholarly articles and reviews.

He led a demonstration against human trafficking every month for over 4 years in Long Beach as Men Standing Against Trafficking, MSAT. Focusing on prevention, he has presented multiple workshops on the link between human trafficking and pornography and concentrates on the two areas of vulnerability and entitlement that contribute to both the supply and demand sides of human exploitation. He is a board member of Artists 4 Change and works in partnership with the YWCA which came aboard as the financial non-profit partner of See it. End it. Film & Arts Festival and Father-Con. In 2023 he was asked to present at both the plenary session and side event at the 32nd Commission on Crime Prevention and Criminal Justice of the United Nations Office of Drugs and Crime in Vienna, Austria. He highlighted the urgent need to invest in fathers and to recognize that present fathers prevent greater poverty, criminal behavior and deterioration of education.
