A Republican, Neville currently serves as the Minority Leader of the House, having been elected to this position at the beginning of his second term in January 2017.

As a Republican rancher, farmer, feedlot manager, and retired U.S. Army Colonel with 29 years of service, State Representative Richard Holtorf plans to continue providing veteran leadership as he represents the people of rural Colorado’s House District 64.
Meet Richard
On Saturday, December 28, 2019, Richard Holtorf, a Republican rancher, farmer, feedlot manager, and Army veteran of Washington County, was appointed as the new State Representative for House District 64.
Richard says that he has, “big boots to fill” and that he is “honored to have been selected to protect and advocate for the rural values of Eastern and Southern Colorado at the State Capitol.” Holtorf pledged to hold on to private property rights, Second Amendment rights, the agricultural and small business economic base in rural Colorado, and small town values, among many other things.
Leadership
As a Republican State Representative, Richard Holtorf plans to continue providing veteran leadership as he represents the people of rural Colorado’s House District 64.
He earned the necessary 58 delegate votes, outlasting four other candidates at a vacancy committee meeting in Elbert County. State law dictates that a political party’s central committee may form a vacancy committee to select a candidate of the same party as the person who vacated the seat.
