Guest Biography

Edmund Russell is the Executive Director of the California Police Athletic Federation (CPAF) bringing 15 years of experience as a Board Member and three years as the Executive Director. Edmund recently retired from the Los Angeles Police Department after providing 31 years of service to the City of Los Angeles. Edmund was an accomplished tennis player in both the US and World games since 1988, earning many medals. When approached by a fellow board member to help with the Games, Edmund jumped at the opportunity. Over the past 10 years, he has been instrumental in developing new updates for sporting events within the organization. As the Executive Director, Edmund’s goal is to take CPAF to the next level. He hopes to get the word out about the Games through different marketing campaigns that will make CPAF more noticeable to its eligible participants, which was updated in 2021.

In his free time, Edmund likes to travel, bike, and spend time with his family that was not always available to him when he worked as an officer.

James (Jim) King is the recently elected Vice President of the California Police Athletic Federation (CPAF). Jim retired as a Captain from the Indianapolis Fire Department after 30 years of service. Upon retiring from IFD, Jim served as the Department Co-Chair for the Career Technical Education at Arsenal Technical High School, part of the Indianapolis Public School system.

He began his public safety athletic career as a powerlifter at the Police & Fire Sports Festival in 1993, then at the 1995 World Police and Fire Games held in Melbourne, Australia. He has since not missed a single World Police & Fire Games.

Jim moved to the administrative side of the Games with his appointment as Director of Sports for the 2001 World Police and Fire Games in Indianapolis and on its Executive Committee. He was appointed Associate Director for the World Police & Fire Games in 2003, then named a Director a year later. Jim was appointed to the California Police Athletic Federation in 2020.

He continues to have a passion for his sport responsibilities that include Bench Press, Push Pull, Stair Race and the Ultimate Firefighter, among other events. Jim has served as Chair for many subcommittees for the WPFGF and currently serves as the CPAF Marketing Committee Chairman.

In his free time, Jim likes to travel with his wife, Wendy, and spend time outdoors with his children and grandchildren. Jim believes in servant leadership and works to keep the athletes of the CPAF, USPFC and WPFG events his number one priority.
