Williams then went to a condominium complex, where he shot an acquaintance, ...before turning the gun on himself, the chief said.
He said Williams shot himself twice in the head, but was still able to talk to police when they arrived.

Police hovered around Williams, who lay face down on grass next to a driveway and some mailboxes. The prone man didn’t move, but police — Essex and Richmond officers — talked to him. He wore blue shorts and a white shirt but no shoes.
An ambulance arrived, and police backed off to allow four members of Essex Rescue to care for him. Williams was handcuffed, and part of his shirt was red with blood. The ambulance took Williams away at 3:22 p.m. He was reported in fair condition Thursday night at Fletcher Allen.
