The only argument to bolster the claim (libel?) is the presumption 'not to overshadow a previous mourning', indeed a very very weak claim.
But does it make sense?
The take off in Warsaw was for a conjointly planned ceremonial in Katyn. A meeting to close old gaps, to reach one's hands and to not let divide one another by foreign powers any longer as it has happened before, again and again with deadly, devastating consequencies for both people.
Poland has been used and entrapped, not by the Russians, but by its so-called western friends and allies in the months before 1939. The result was a tragic awakening, being maimed and divided between two superpowers when the treasonous western allies didn't bend one finger to come for help against the mutual invasion from both sides. That's a fact!
Who had and still has an interest to incite hatred between Poland and Russia?
Do you invite guests into your home to show the whole world that you have good intentions and then repeatedly refuse your guests to sit down
and finally kill them all?
(Yes, we know a parable like this from ancient Persia and it is well known who did it and how it is annually celebrated as a 'religious event' of victory and usurpation by Molech's chosen. So who are the jubilating experts on such deeds?)
If the Russians would not have wanted the common meeting at Katyn it would not have been arranged in the first place and also if there would have been some unexpected change after the take off of the Tupolev they could easily have intercepted the plane from entering their airspace with fighter jets.
If the Russians would want to harm or weaken Poland there would be other means with more long lasting impact.
As a pilot you dump your fuel before a landing if you know that something is wrong with the airplane, for example if the wheels cannot be extended.
The jet fuel is stored in the main wings and as with the Tupolev 154 where the three engines are in the tail of the plane a crash landing without wheels would tear off the wings and blow the kerosene right into the engines causing a huge explosion.
If the plane would really have been prohibited from landing, would the pilot then have dumped almost all of its fuel only to try a forced touch down against the will of the Russian officials? The storytellers' argument is so stupid, inconclusive, ridiculous.
And if the delusional allegedly forbidden landing would have been successful it would have been easy to stop the whole delegation from driving onwards to Katyn if this was intended. It's Russian territory, not Polish.

If it was not a chain of mechanical and human failures but a sabotaged journey, the sabotage of the landing gears was prepared by tiny explosives put in place shortly before the take off of the plane in Warsaw and not in a general overhaul months before by engineers in Russia.
You can assume that the Presidential Plane is inspected very thoroughly
before and after every flight.
Who was responsible for the maintenance of the Presidential Plane in Warsaw? Who would have had the opportunity to place tiny explosives for remote ignition into the gearboxes hours before the final take off?
